THE CITY COUNCIL OF THE CITY OF NEW BRIGHTON ORDAINS: That the City Code of Ordinances is amended by adding new Sections 2-140.1 to 2-140.9 as follows: DIVISION 7. CABLE ADVISORY COMMITTEE Sec. 2-140.1. Establishment. The Cable Advisory Committee in and for the City is hereby established. Sec. 2-140.2. Purpose. The Cable Advisory Committee shall have as its purpose to provide feedback to the city council and city manager's office that improves quality of municipal programming (currently channel 16) and text; to produce or borrow programming of interest to broadcast to municipal channel 16 viewers; and to increase awareness of municipal channel 16 offerings to New Brighton residents. Sec. 2-140.3. Du ties and Responsibilities. The du ties and responsibilities of the committee shall be: (a) To provide feedback to the city council and city manager's office that improves quality of municipal programming (channel 16) and text: (i) through random and systematic viewing of channel offerings; (ii) through community surveyor call-in techniques; (ill) through comparisons with other municipal channel offerings; and (iv) by seeking technical advice on sound, lighting, or production techniques. (b) To produce or borrow programming of interest to broadcast to municipal channel 16 viewers by: (i) identifying opportunities to share programming among other municipal producers or public agencies; and (ii) producing programming with the assistance of New Brighton and North Suburbs Community Television staff, equipment, facilities, and volunteers.
