<br />II <br />II <br /> <br />SECTION 9.67 Chain of Command and Duties <br /> <br />Subd. <br /> <br />1. <br /> <br />The chain of command shall be as follows. <br /> <br />A. <br />B. <br />C. <br />D. <br /> <br />Chief. <br />Assistant Chief. <br />Captains by seniority in the department. <br />Senior Member. <br /> <br />. I <br /> <br />Subd. 2. Duties o.p the Chief. The Chief shall <br />preside at all meetings of the Department and be in charge <br />of the Department operations at fires, drills, emergency <br />calls and other Department functions. It shall be the dut~ <br />of the Chief to enforce the applicable provisions of these <br />articles and establish rules and regulations of the <br />Department. The Chief shall review and verify Department <br />payrolls. The Chief shall have control over all of the fire- <br />fighting apparatus and shall be solely responsible for its <br />care and condition. The Chief shall make an annU"d report <br />to the City Manager no later than ~uly 1 each year and with <br />such report present additional reports and recommendations <br />as directed by the City Councilor Manager. The Chief shall <br />be responsible for the proper training and discipline of the <br />Members of the Department, and may suspend any M~mber for <br />reFusal or neglect to obey orders pending a review by the <br />Members of the Department at the next SCheduled meeting and <br />final action by the Manager. <br /> <br />The Chief shall keep in convenient form a complete record of <br />all fires. Such d record shall include the time of alarm, <br />location of the fire, cause of the fire (if known)} t!:jpe of <br />building, name of the owner and tenant, purpose for which <br />occupied, value of building and contents, Members of the <br />Department responding to the alarm, and such other <br />information as he may deem advisable or as ma!:j be required <br />from time to time by the Mdnager. <br /> <br />Subd. 3. Duties of the Assistant Chief. The <br />assistant Chief shall, during the absence of the Chief, <br />exercise all duties of the Chief, and have responsiblit!:j for <br />the training of the Department. <br /> <br />Subd. 4. Duties of the Captains. The Captains shall <br />perform such duties as specified b!:j the Chief. <br /> <br />Subd. 5. Duties of the Secretar!:j-Treasurer. The <br />Secretar!:j-Treasurer shall give notice of and record the <br />transactions of all meetings. He/She shall submit reports <br />as directed by the Chief. The Secretary-Treasurer shall <br />receive from the City Finance Director pa!:jl'oll for the <br />Members of the DePdrtment and shall distribute such Pdyroll <br />to the "'Iembers. <br /> <br />Subd. 6. General Duties of the Members. All Members <br />shall perform duties assigned by the Chief or other officer <br />in charge. No member shall leave the scene of a fire or <br />other emergency or fail to complete assigned duties after a <br />fire or emergency call unless excused by an officer in <br />charge.
