No such license shall be prorated for a period of less than one year. That section 15-43, Cleaning Deposit, is hereby amended to read as follows: In addition to the license fee at the time of filing the application, each applicant for a license required by the provisions of this article shall deposit a sum which shall be set by resolution, with the City Clerk to insure that the place of sale will be cleaned and cleared of Christmas trees, wreaths, and trimmings by January 5th of the year following the year in which the license is issued. It shall be the duty of the city Fire Inspector to determine whether or not the place of sale is properly cleaned and cleared. If the place of sale is properly cleaned and cleared by the above date, the money deposited shall be returned to the applicant. If the place of sale is not properly cleaned and cleared, the deposit shall be forfeited to the City as a penalty to defray expenses of the City in cleaning and clearing said area.
