Whenever a member of the police department removes a vehicle .Ii from a street under this section and is not able to ascertain the name of the I owner, or for any reason is unable to . give notice to the owner as hereinbefore ,l provided, and in the event that the vehicle is not returned to the owner within five days, the member shall then promptly send or cause to be sent a written copy of such removal, by mail, to the registrar of motor vehicles of the State of Minnesota and shall file a copy of such report with the proprietor of the place in which the vehicle is stored. Such report shall include a complete description of the vehicle, the date, time and place from which removed, the reasons for such removal, and the name of the garage or other place where the vehicle is stored. (d) Costs of Impoundment. Any person whose vehicle is lawfully impounded under the provisions of this section shall pay the reasonable costs of such impounding and the reasonable storage charges for the storage of such vehicle before such vehicle is surrendered to him. That Section 29-31, Keys in ignition, is hereby amended as follows: It shall be unlawful for any person to leave the key to the ignition in the ignition switch or other conspicuous place within a motor vehicle while the motor vehicle is parked and unattended. (a) Police Authorized to Remove Keys. Whenever any member of the police department of the city shall find any such motor vehicle parked in violation of Section 29-31, he/she is authorized and directed to remove the keys left therein and to deliver the same to the officer in charge of the police department. That Section 29-32, Prima Facie Evidence, is hereby amended as follows: NO parking after snowfall. No person shall park or leave standing any vehicle on any street or roadway after a snowfall of at least three (3) inches. Parking may be resumed on such streets or roadways after the snow has been removed or plowed to the curb line.
