section VI. ~ r ii i; " i :; : ' That Section 29-30, Impoundment, is hereby amended as follows: (a) Authorit~ to Impound or Move Vehicles. In additlon to the authority granted the police department in other provisions of this chapter, members of the police department are authorized to remove a vehicle from a street or highway to the nearest garage or other place of safety or storage designated Or maintained by the police department or the city, under the following circumstances: -I I (1) When any vehicle is left unattended upon any bridge, viaduct, causeway, freeway, or in any moving traffic lane of any highway so as to constitute an obstruction to traffic. (2) When any vehicle upon a street or highway is disabled so as to constitute an obstruction to traffic, or the person or persons in charge of the vehicle are, by reason of physical injury, alcohol, narcotics or personal illness, incapacitated to such an extent as to be unable to provide for its custody or removal. (3) When any vehicle is permitted to remain on any public street or highway in the same location for more than 48 hours in succession. (4) when any vehicle is left unattended in any posted fire lane. (b) Notice Required. Whenever a member of the police department removes a vehicle from a street, as authorized by this section, and the member knows or is able to ascertain from the registration records in the vehicle, or on file with the motor vehicle registration authorities the name and address of the owner thereof, such member shall promptly give, or cause to be given, in writing to such owner of the fact of such removal and of the place to which such vehicle has been removed. In the event such vehicle is stored in a public garage or other public place of safety or storage, a copy of such notice shall be given to the proprietor of such garage or place.
