<br />1-- <br /> <br />~i <br />"",'~ <br /> <br />" ,.' <br /> <br />.~' : .\ <br />I" <br />, ~ <br />'\. <br /> <br />r <br /> <br />ORDINANCE NO. 543 <br /> <br />STATE OF 1IINtJESOTA <br />COU NT Y OF HAf'lS E Y <br />CITY OF NEW BRIGHTON <br /> <br />iARTICLE I. <br /> <br />IN GENERAL <br /> <br />I <br />21 , I <br />I <br />I <br />i <br /> <br /> <br />AN ORDINANCE AMENDING CHAPTER 21 OF THE NEW BRIGHTON CITY CODE. <br /> <br />The New Brighton City Council does ordain that Chapter <br />Personnel, is hereby amended to read as follows: <br /> <br />Intention of City Regarding Policies in Employment. <br /> <br /> <br />provisions in this chapter are unilaterally created and implemen- <br />! ted by the City and are intended to serve only as guides for <br />employment. The policies are not contract terms or conditions of <br />employment and shall not be regarded as or construed as contract- <br />ual provisions. As guides, the provisions may be changed at any <br />time at the sole discretion and instance of the city. The provi- <br />sions shall not be interpreted as creating anything other than <br />an at-will employment setting, wherein the employee may terminate <br />I his or her employment at anytime for any reason and the city may <br />terminate the employee at anytime for any reason. <br /> <br />I Section 21-1. Purpose <br />! <br /> <br />It shall be the purpose of this chapter to: <br /> <br />(a) Establish uniform and equitable policies governing the rela- <br />tionship between employees and the City. <br /> <br />(b) Define the rights and responsibilities of the City and each <br />of its employees. <br /> <br /> <br />(c) Give fair and equal opportunity to all qualified persons to <br />enter and remain in City employment on the basis ot merit and <br />fitness. <br /> <br />(d) Aid and guide in the administration of a comprehensive <br />personnel system. <br /> <br />i Section 21-2. Previously Accrued Benefits <br /> <br />All City employees who had accrued sick leave and vacation prior, <br />to the adoption of this chapter (date), shall maintain on the date/' <br />of adoption of this chapter all the benefits previously accrued. <br /> <br />All employees shall be subject to the provisions of this chapter!' <br />! as of the effective date of passage. <br /> <br />i <br />I <br />I <br />I <br />I <br />The City Manager is authurized and directed to administer this <br />chapter. The City Manager may issue administrative directives and <br />: ins.tructions, not inconsistent with this chapter, as necessary tal' <br />explain and clarify the provisions thereof, and to facilitate <br />their use. The City Manager may designate an assistant to assistl <br />in the administration of this chapter and to perform, under super~ <br />vision, any other functions which the City llanager is authorized <br />,to perform. In the excHcise of the duties authorized herein, the <br />: City. ~1anager may delegate to department head~ a~d sup~rvisors ~hei <br />power and duty to act on personnel matters wlthln thelr respectlv~ <br />arrias in accordance with the directives, guidelines and instruc-l <br />tions given. ! <br /> <br />Section 21-3. <br /> <br />Administration <br /> <br />-1- <br />
