The recreation and education opportunitles of the'System shall <br />be available to all members of the public regardless of race, <br />sex, age, creed, national origin or place of residency. <br />b. The System shall be open to the ~utlic between the hours of <br />5:00 a.m. and 11:00 p.m., prevailing time in New 3righton. No <br />person shall remain, stop, use or be present within the confines <br />of any Open Space Site between the hours of 11:00 p.m. ~nd <br />5:00 a.m. ~cceptions may be made at the discretion ~f the <br />Director in the cal';e of emergency or when use permlts <br />have been authorized or for other reasons the Director may de- <br />ternlne necessary or desirable. Open Space Sites are subject <br />to curfew hours in force in New 3righton. <br />c. Any section or part of any Open Space 31 te may be declared closed <br />to the public by the Director at ~~y time or for any interval of <br />time, elthe~ temporarily or at regular and stated interv'lls, a!'.d <br />either entirely or for certain uses as the ~ir~ctor Ghall f:nd <br />necessary. <br /> <br />2.0 Section II - Permits <br /> <br />2.1 Per~it3 shall be required for the exclusive USe of all or portions <br />of specific areas, buildings and ottler systen facilities; and for <br />conducting special eventssuch as those of acul.tural, educati.onal.,~:political, <br />rel1giousor recreational nature; ar.d for s?ecific e::emption from <br />any provision of this ordinance. Any person, group or association <br />of persons required to obtain a permit sr.all file an application for <br />such permit with the Director. <br /> <br />2.2 The grantee of a permit shall be bOlm1 by this ordinance 9nd ar.y <br />Department regulations in force as though the sane were inserted in <br />said permit. <br /> <br />2.3 The c;rantee of a permit shall be liable for any loss, darrae;e or <br />injury sustain~l by the Systerr. or by any person whatever, by reason <br />of the negligence of the person or persons to whom such per~its are <br />issued. <br /> <br />2.4 The f,r'lntee of apernit shall not transfer or relin~~ish said per~it <br />to anoth~r person or eroup of persons without the written permission <br />of the Director. <br /> <br />2.5 The Director shall have the authority to revoke a per~it upon <br />evidence of good cause. <br />
