Permitted Uses. <br /> <br />a. The following uses shall be permitted within the <br />Downtown Business District: <br /> <br />1. Commercial uses as listed in Section 8-080. <br />2. All residential Uses. <br />3. Light industrial uses which are determined by the <br />City Council to be in scale with and which <br />have physical appearance, character and <br />environmental affects similar to commercial uses <br />in the district. <br /> <br />b. Uses listed in section 11-210 shall be allowed within <br />the Downtown Business District upon issuance of'a special us <br />permi t. <br /> <br />Section 11-440 General Development Plan. <br /> <br />a. The City Council shal~ approv~a General Development plan <br />within th,eDowntown Business District. <br /> <br />b.
