'~'" .7/ <br /> <br />In approving a General Development Plan the Council m~~ <br />attach such conditions as it deems necessary to protec~ the <br />public health, safety and welfare, or to better carry out <br />the stated purposes of this ordinance. <br /> <br />d. Approval shall only be granted after review by the Planning <br />Commission and after a public hear ing before the Ci ty Counc i l. <br />Approval of a General Development Plan shall require a <br />~ four-fifth (4/5) vote of all the members of the City Council. <br /> <br />c. <br /> <br />~. <br />., <br /> <br />Notice of such hearing shall be given in the same <br />manner as specified in paragraph Is-OaOb. <br />" <br /> <br />Section 11-450. Development Regulations. <br /> <br />a. Within any Downtown Development District there shall <br />be no construction or expansion of buildings or structures <br />nor expansion of any existing land use wi~out obtaining a <br />special use permit for such construction or expansion. <br /> <br />Such construction or expansion must be in general complianc ~ <br />with the approved General Development Plan for the <br />District and with the Comprehensive Plan for the City. <br /> <br />b. Application for special use permits required herein shall <br />include the submission of detailed site and development pIa <br />for development of all or an appropriate portion of the <br />site. <br /> <br />Plans submitted in support of a special use permit shall <br />contain all information required for a building permit <br />as specified in Section 10-150, except that the Director <br />of Community Development may exempt an applicant from <br />providing some of the information in cases involving exp~ns'on <br />to existing buildings or land uses when such information <br />would not be necessary to establish the effects of the <br />proposal on surrounding properties or to establish complian e <br />with approved plans. <br /> <br />c. The .procedurefor consideration of a special use permit <br />shall be as specified in Section 11-030. <br /> <br />d. Commercial and industrial uses within a Downtown De\"elop~ent <br />District shall comply with all development regulatiOns <br />applicable in the B-3,General Business District, except <br />as modified by the approved General Development Plan for <br />the District or by the terms of the special use permit <br />issued for the specific development. <br /> <br />e.
