That this land was originally zoned for residential purposes; <br />in 1962 the land was part of a large tract of land which was <br />then rezoned to B-3; that since 1962, much of the B-3 tract <br />was rezoned back to residential zoning; that since 1962 much <br />development has taken place on lands adjacent to and near the <br />subject property. <br /> <br />k. That the City of New Brighton has more land zoned B-3 than <br />is necessary to meet the needs of the community for the kinds <br />of development pennitted under this zoning classification. <br /> <br />1. That the size, location, configuration, topography and water <br />conditions on the subject land demonstrate that a B-3 zoning <br />classification is not a proper zoning classification; is <br />contrary to good planning and does not best protect the health, <br />safety, welfare, order or convenience of the City of New Brighton. <br /> <br />i; <br />Ii <br />'! <br /> <br />m. That a zoning classification which would only permit a less <br />intensive use of the subject land than that permitted under <br />a B-3 zoning is necessary to protect the wetlands and ecology <br />of the site. <br /> <br />il <br />Ii <br />c <br /> <br />n.
