Subd. 2, and Subd. 3, may be waived by the City Council, <br />I,' after study and recommendation by the Planning Commission, if any <br />,of the following are applicable in the specific instance. <br /> <br />a. <br /> <br />The placing of utilities underground would not be <br />compatible with the development planned; <br />Unusual topography, soil~ or other physical conditions <br />make underground installat~on unfeasible from an <br />engineering viewpoint or the cost impractical. <br />The placing of utilities would not be compatible with <br />the long-range plans and timetable of the uti1ityfs <br />undergrounding program or would result in an undue <br />financial burden for the utility or its customers due <br />to the particular time that the project arises or unusual <br />design factors of the particular project. <br /> <br />i <br /> <br />rf <br />II <br />!I <br />II <br />'I <br />It <br />\ <br />Ii <br />II <br />II <br /> <br />.. <br /> <br />II! subd. 6. Wherever any part or portion of the distribution <br />!system and transmission lines of any such utilities in an area or <br />l!district of the city is now located underground, such part of <br />IIPortion shall remain underground and any replacement, relocation,. <br />!!reconstruction, repair and extension thereof shall be installed <br />llundergrOund. <br />II <br />II <br />II Section 412: 04 Installation ofUnder9round Facilities. <br />IIUnderground facilities shall be located in the designated space <br />liwithin highways and streets as' approved by the City Engineer. The <br />Ucity Engineer and the constructing utiiity shall agree to a't:ime <br />Ilschedule for each underground project. All excavations for the <br />llpurpose of p1':lcingsuCh facilities underground ,shall be made in <br />,accordance with specifications as approved by the City Engineer. <br />:IPeriodic inspections of excavations and backfilling procedures <br />j~ill be conducted by representatives of ,the ,City Engineer to ensure <br />lladherence and compliance to specifications and said time schedule. <br />I: <br /> <br />, <br /> <br />b. <br /> <br />c. <br /> <br />~ubd. 1. The top of all duct and cable system structures <br />shall be located at a minimum depth as specified in the National <br />Electric Safety Code to protect the system from injury by traffic. <br /> <br />i <br />I' Subd. 2. All utilities shall keep current records and plats <br />Ion all underground facilities they own or operate beneath public <br />iistreets.
