Every stairwell and every flight of stairs, which is more <br />than four (4) risers high, shall have hand rails or railings so <br />located in accordance with the provisions of the Building Code. <br /> <br />c. Every hand rail or railing must be firmly fastened and <br />must be maintained in good conditmn. Properly balustraded <br />railings capable of bearing normally imposed loads as determined <br />by the Building Code shall be placed on the open portions of the <br />stairs, balconies, landings, and stairwells. <br /> <br />Subd. 4. Bathroo~ Floors. Every toilet room floor surface <br />and bathroom floor surface shall be constructed and maintained so <br />as to be substantially impervious to water and so as to permit <br />such floor to be easily kept in a clean and sanitary condition. <br /> <br />Subd. 5. Sanitation. The interior shall be maintained in a <br />clean and sanitary condition, free from accumulation of rubbish <br />orgar})age. <br /> <br />Subd. 6. Insect and Rod~nt.Harborage. <br /> <br />a. Every owner of a structure containing two or more dwellin <br />units shall be responsible for the, extermination of insects, <br />rodents, wermin, or other pests wherever infestation exists in <br />two (2) or more dwelling units, or in the shared or public parts 0 <br />the structure. <br /> <br />b. The occupant of a dwelling unit in a dwelling or multiple <br />dwelling shall be responsible for such extermination within the <br />unit occupied by him whenever his dwelling unit is the only one <br />infested. <br /> <br />c .Notwithstanding the foregoing prov~s~ons of this sub- <br />division, whenever infestation of rodents is caused or permitted <br />by failure of the owner to maintain any dwelling or multiple <br />dwelling in a rodent proof condition, extermination of such rodent <br />shall be the responsibility of the owner. <br /> <br />Subd. 7. Interior Walls, Floors, Ceilings and Woodwor~. All <br />interior walls, floors, ceilings and associated woodwork or trim <br />must be maintained in a sound condition and in workmanlike repair. <br /> <br />Section 495:16 Basic Facilities. No person shall occupy as <br />owner-occupant or let to another for occupancy and dwelling unit <br />for the purpose of living, sleeping, cooking or eating therein <br />which does not comply with the following requirements~ <br /> <br />Subd. 1. Water Closet. Every dwelling unit shall contain <br />within ita walls a room, separate from the habitable rooms, which <br />affords privacy and which is equipped with a water closet. <br /> <br />Subd. 2. Lavatory.
