APPROVED <br /> MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—September 13, 2005 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, Lisa <br /> Harreld, Ken Johnson, John Kaufhold, and Mark Nelson. <br /> Members/Liaisons Absent: Sharon Doffing, Steve Larson, Gary Stang, and Jim Witkowski. <br /> Staff Present: Matt Fulton, Grant Fernelius, David Black, and Jennifer Lavandowska. <br /> Call to Order <br /> Linda Harmon called the meeting to order at 7:01 am. <br /> Approval of Minutes <br /> The minutes of the August 9, 2005 meeting were presented for approval. Kaufhold suggested <br /> adding the following language to the Northwest Quadrant, Midwest Asphalt section: "Kaufhold <br /> expressed concerns about the potential pollution problems and it could render the project to <br /> expensive. City staff assured the Commission that existing findings would be available for <br /> review." Harmon suggested changing the sentence in the section on Brighton Village to the <br /> following (new words underlined): "Harmon had spoken with the executive from another bank in <br /> the area and he stated that they consider New Brighton a mature neighborhood and they were <br /> only building new banks in areas with new housing." The minutes were approved with the <br /> above changes. <br /> Northwest Quadrant Report <br /> Midwest Asphalt <br /> Black announced that the Council approved the basic terms for the purchase of Midwest Asphalt <br /> at a special meeting on August 30, 2005. The phasing and the timing of the payments are the <br /> key components that made this deal come together for the City and both owners. The company <br /> will be completely off the site at the end of 2006; they will relinquish the southwestern portion of <br /> the site on April 15, 2006, which will allow the City to move forward with the first phase of <br /> development. There is a topsoil pile and a"RAP"pile in the southwestern area that will need to <br /> be moved, used, or sold. Midwest Asphalt will continue to sell the topsoil and Class 7 aggregate, <br /> but doesn't know how much they will be able to sell before the end of 2006. The City has <br /> agreed purchase all the topsoil that is left up to 50,000 tons and the Class 7 up to 200,000 tons, at <br /> 70% of the market price. The City does not have an engineering plan right now, so it is unclear <br /> where exactly the material will be used. <br /> Flahave inquired if the City had any samples from the piles and if the City had any idea of the <br /> cost of the cleanup. Black responded that there were three random samples taken from the piles <br /> just a couple of weeks earlier. Fulton reported that the City has developed three different <br />
