PLANNING REPORT
DATE: May 17, 2005
CASE: ZA05-04
SUBJECT: Modify Chapter 16 Mobile Homes
APPLICANT: City of New Brighton
REQUEST
Lakeside Homes, Inc. operates a mobile home park located at 1200 Foss Road. City Staff
was approached by a homeowner in the Lakeside Homes development who was
concerned about the proximity of an adjacent home. Furthermore, the park owners, Ms.
Beverly and Mr. Andy Aplikowski, are considering a paving and fire hydrant upgrades to
their property. Recent conversations between the Aplikowskis and City Staff have
generated concerns about compliance with the City Code.
The property was developed in 1963, after the adoption of the Mobile Home Ordinance
(Chapter 16). The areas of interest include: structure setbacks and orientation, pavement
width, speed limits, storage, and recreational requirements.
Staff will review two issues (home proximity and street width) and the Planning
Commission is asked to provide feedback to Staff
FINDINGS
• Section 1-15, Amendments to the City Code
PROPOSED CORRECTIONS
Portions of the City Code appear below; stfikeeut indicates text removal, underline
indicates text additions.
Sec. 16-42. Minimum Setback for the Front.
Text Proposal There shall be a minimum distance of ten five feet between the
mobile home and the front or street line of the unit.
Analysis The park was never developed under this standard; the
Building Official and the Fire Marshal finds the front
setback to the interior private streets acceptable.
I:\COMMISSIONS\PLANNING\Reports\2005\05-17-05\Chapter 16 Moblie Homes ZA05-04.doc 1
