<br /> <br />Approved <br />PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br /> <br />Regular Meeting – November 15, 2005 at 7:30 p.m. <br /> <br />Present: <br />Commissioners Bruce Howard,Karen Mann, Norm Schiferl, Tom O’Keefe, <br /> <br />and Paul Zisla <br /> <br />Also Present: <br />Grant Fernelius, Community Development Director, and Mary Burg, City <br />Council Member <br /> <br />? <br /> Agenda Review <br />: No changes <br /> <br />? <br /> Approval of Minutes <br />: The October 18th, 2005 minutes were approved with the <br />following amendment: Schiferl stated that he doesn’t want to create a precedent <br />that the citizens of New Brighton are guaranteed a third car garage when they <br />have other options and have not proven that there is an undo hardship. The <br />applicants have other options and have not proven that there is an undo hardship. <br /> <br />Council Action: <br /> City Council Member Mary Burg reported the City Council <br />recently had its second budgeting meeting and will meet again on November 29. <br />She also stated that Kraus-Anderson requested and received a 180 day extension <br />for their site plan at the October 22 Council meeting. <br /> <br />Public Hearings <br />: No Public Hearings <br /> <br />General Business: <br />Northwest Quadrant Design Guidelines <br /> <br />Fernelius presented the Design Guidelines for the Northwest Quadrant to the <br />Commission. The guidelines are meant to give the developers an idea of the “look and <br />feel” for the development up front rather than giving them the guidelines later. <br /> <br />Fernelius answered several questions from the Commissioners regarding the street layout <br />and width. He did state that Engineering is concerned that the proposed roads may be too <br />narrow. O’Keefe inquired if there would be bussing along the Old Hwy 8 corridor. <br />Fernelius replied that there would be and Black stated it would be appropriate to have <br />some sort of bus stop area. Fernelius and Black explained the build too lines are not a <br />zero set back line, but a code that will build consistency and unification throughout the <br />development. Schiferl inquired about pedestrian safety through out the development. <br />Fernelius replied that this document does not currently address that subject, but he would <br />suggest that the Public Safety department look that the guidelines and development plans. <br />Schiferl expressed a concern on the amount of proposed retail that is currently planned <br />and that the City should have some flexibility with the allotted square footage.
