COUNCIL PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Pursuant to due call published and mailed notice a public <br />hearing on proposed special assessments was held at 7:30 p.m. <br />August 16, 1979 in the Municipal Building, 803 5th Avenue NW, <br />New Brighton, Minnesota. <br />Present: Mayor James W. Senden, Councilmembers Bob Benke, <br />Roger Blomquist, Jeanette Janecek <br />Absent: Councilmember Fritz Werdouschegg <br />Also <br />Present: Donald Lais, City Attorney <br />Les Proper, Director of Public Works <br />Vernon Pederson, Clerk/Treasurer <br />Mayor Senden stated the purpose of the hearing was to <br />consider adopting special assessments for City Improvements <br />77-4, 5, 6, 7, 8 and 78-1. Each improvement would be <br />described separately and objections or suggestions <br />regarding such proposed assessments would be considered <br />before the hearing was closed and adoption of the <br />assessment roll considered. <br />The City Attorney stated all hearings were properly called. <br />The Director of Public Works stated that assessments for <br />Improvement 77-4 was proposed to be spread over a two <br />year period and the remainder of the"improvements spread <br />over 15 years, that the proposed interest rate was 8% <br />annually and that if assessments were paid in full within <br />30 days of adoption no interest would be charged, he <br />further stated that in his opinion the market value of <br />each property proposed to be assessed at this hearing <br />was increased by the improvement by at least the amount <br />of the assessment proposed. <br />Mayor Senden declared the meeting open. <br />Improvement 77-4 <br />Location: <br />1. 16th Street NW between Silver Lake Road & Stinson Blvd. <br />2. 17th Street NW between 20th Avenue NW & 29th Avenue NW. <br />3. 19th Avenue NW between 14th Street NW &16th Street NW. <br />
