<br /> -- <br /> . . ~ , <br /> " <br /> RESOLUTION NO. 1311 <br /> STATE OF MINNESQTA " , <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION SUPPORTING STATE-WIDE UTlLITY REGULATION AND <br /> REQUESTING SEVERAL AMENDMENTS TO HOUSE FILE .1835 <br /> WHEREAS the Council of the City of New Brighton is aware of <br /> the need of utility regulation in the State of Minnesota to insu+,e <br /> protection of the consumer's interests, and <br /> WHEREAS the Council is aware that the Minnesota Legislature <br /> is considering state-wide utility regulations, and <br /> WHEREAS House File 1835 raises certain concerns that must be <br /> clarified to insure proper regulation <br /> NOW THEREFORE BE IT RESOLVED, That the Council of the(..'City <br /> of New Brighton goes on record as supporting State-wide utility <br /> regulations, <br /> BE IT FURTHER RESOLVED"That the Minnesota Legislation is <br /> hereby requested to study the following problem areas of H.F.1835 <br /> and include proper amendments: <br /> 1. House File, 1835 does not speak to the question of uniforn <br /> rates throughout a company's serviced area. Sliding <br /> rate scales should ultimately be eliminated and the law <br /> should provide for this authority on the part of State <br /> Public Service commission. <br /> 2. Rates when filed should be based on similar quantitative <br /> criteria. Now it is virtually impossible to compare <br /> rates between communities, let alone classes of customers. <br /> 3. At the present time there appears to be no provision for <br /> the continuous monitoring of rates, regulations, rules <br /> and procedures, etc., which affect the consumer. <br /> 4. provisions should be added to make mandatory the periodic <br /> public reporting of data determined by the State Public <br /> Service Commission to be important. <br /> 5. The original requirement that rates be based on original <br /> cost method has been removed. The New Brighton Council <br /> believes that it is essential that this provision be <br /> rei,nstated. <br />
