' <br />~ STATE OF MINNESOTA <br /> COUNTY OF RAMSEY \ <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION MAKING FINDINGS OF FACT AND APPROVING THE PRELIMINARY <br /> PLAN FOR PLANNED RESIDENTIAL DEVELOPMENT, PRD #24 <br /> WHEREAS, an application for planned Residential Development <br /> PRD #24 has been made by the Crossroads Development Corporation <br /> for property located generally east of the Brighton village <br /> Shopping Center, south of Palmer Drive and west of Thorndale <br /> Avenue, and <br /> WHEREAS, the procedural history of the application is as <br /> follows: <br /> 1. That an application for PRD #24 was filed with the <br /> City on January 25, 1978. <br /> 2. That the Board of Review heard and reviewed the <br /> application at its meetings of February 21 and <br /> March 2, 1978. <br /> 3'. That the City Council, pursuant to published and <br /> mailed notices, held a public hearing on March 28 and <br /> continued such hearing to April 25, May 9 and May 23. <br /> All persons present at the hearing were given an <br /> opportunity to be heard. <br /> 4. The written comments and analysis of the City Planner, <br /> the Planning Commission minutes and recommendations, <br /> and all person's statements made at the public hearing <br /> were considered. <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City <br /> of New Brighton that the following findings of fact are made in <br /> respect to PRD #24: <br /> 1. That the proposed development is consistent with the <br /> type, density, height and bulk of surrounding lands, <br /> the zoning ordinance and proposed comprehensive plan <br /> as amended. <br /> 2. That the proposal is consistent with the stated purpose~ <br /> of the planned residential development procedure by <br /> promoting and encouraging social interchange between <br /> elderly re$idents and younger residents and between <br /> residents of different socio-economic backgrounds. <br /> Further, that i1;:would encourage a li.fe-cycle environ- <br /> ment by provid,.ing housing for tl'1e elderly, a type of <br /> development not currently available in New Brighton. <br /> 3. That internal circulation and recreational spaces are <br /> adequate for their intended purposes. <br /> 4. Tha t, the open space provided is cons iderable and <br /> compatible with the surrounding area. <br />
