PLANNING COMMISSION PROCEEDINGS <br />Regular Meeting — March 15, 2016 7:00 p.m. <br />Present: Commissioners Steve Danger, Marvin Deick, Erin Nichols-Matkaiti, and Verne McPherson <br />Absent: Commissioner Bruce Howard <br />Also Present: Janice Gundlach- Assistant Director of Community Assets & Development/Planning Director, <br />and Paul Jacobsen-Councilmember <br />Agenda Review: There were no changes to the agenda. <br />Minutes from February 16,2016: <br />Motion by Commissioner Danger, seconded by Commissioner McPherson, to approve the February 16, <br />2016 meeting minutes as presented. <br />Approved 4-0. <br />Council Action: Councilmember Jacobsen reported water usage announcements would be sent out to New <br />Brighton residents this week. He discussed the water restrictions currently in place. He commented on the <br />renovation work taking place at City Hall. He explained the Minnesota Chiefs of Police Association and Upper <br />Midwest Community Policing Institute would be occupying the lower level of City Hall once the renovations <br />were complete. He reviewed the work that would be completed at Hanson Park by the Rice Creek Watershed <br />District. He noted the County Road E2 bridge would be replaced this summer. He was pleased to report the <br />Council made Commission and Committee appointments at their last meeting. <br />Public Hearing: <br />(A) Evan Kearney requests a Special Use Permit to construct a detached garage in excess of 624 SF <br />at 3001 County Road H. <br />Planning Director Janice Gundlach reported the applicant is requesting consideration of a Special Use Permit to <br />allow construction of a new detached garage in excess of 624 SF at 3001 County Road H. The property <br />currently contains a single family home with a 624 sq. ft. attached garage and an 80 sq. ft. shed. The proposed <br />detached garage will be 936 sq. ft., which brings the total square footage of attached and detached accessory <br />structures to 1,640 sq. ft., which complies with the 1,664 sq. ft. requirement. The proposed garage meets the <br />setbacks for an R-1 zoning district and the applicant has sought approval from Xcel Energy to allow the garage <br />within their easement area. The applicant originally applied for this request last year. However, the item had to <br />be delayed due to the needed encroachment into the Xcel easement area. That issue has since been resolved <br />and the applicant is prepared to proceed. Staff recommends approval of the Special Use Permit, subject to the <br />following conditions: <br />1. The garage is constructed consistent with the plans submitted and attached to this report. <br />2. The exterior materials and colors match/compliment the home. <br />3. No commercial or home occupation activity shall be conducted within the proposed garage or any other <br />accessory buildings on the property. <br />
