<br />Public Safety Commission <br />October 24, 2016 <br /> <br /> <br />Attending: Commissioner Allen, Commissioner Anderson, Commissioner Boyd, <br />Commissioner Conway, Commissioner Donohue, Commissioner Eichers, <br />Commissioner Hollimon, Commissioner Howard, Commissioner Lamp, <br />Commissioner Schumann, Council Member Strub, Acting Director Paetznick, <br />and Dave Matteson (Allina Health) <br /> <br />Absent: N/A <br /> <br /> <br />Call to Order/Roll Call <br /> <br />Commissioner Allen called the October 24, 2016 meeting to order at 6:30 pm and roll call was taken. <br /> <br />September Meeting Minutes <br /> <br />The September meeting minutes were reviewed. Commissioner Hollimon made a motion to approve <br />the September meeting minutes; Commissioner Donohue seconded. Motion carried. <br /> <br />Public Hearing/Presentation <br />A. Neighborhood Oriented Policing (NOP) Program – Acting Director Paetznick <br /> <br />Acting Director Paetznick noted the updated NOP map in the meeting packet and then gave a brief <br />background on the NOP program; noting this program has been in existence since the late 1990’s. <br />An officer is assigned to neighborhood areas and is then responsible to follow up on neighborhood <br />concerns. Some NOP officers have had the same area for more than 15 years. <br /> <br />When an initial report is taken and it is determined to be a NOP issue, it is forwarded to the NOP <br />officer to handle. Our NOP program is what won us the Community Policing Award back in 2004. <br />This program has evolved into what we now call NOP 2.0 where our patrol sergeants are assigned to <br />Divisions of the neighborhood areas to provide more oversight and assistance in resolving NOP <br />issues. Acting Director Paetznick stated we try to really empower our officers with the right tools to <br />handle these concerns. <br /> <br />Acting Director Paetznick stated that if you don’t know who your NOP officer is, he encourages you <br />to reach out to them. <br /> <br />Commissioner Lamp noted the excellent experience her neighborhood recently had with their NOP <br />officer, Scott Kingslien. She reported Officer Kingslien spent almost 2 hours with their <br />neighborhood group listening to their concerns. <br /> <br />Updates <br />A.
