<br />'- <br /> <br />, <br /> <br />. <br />-, <br /> <br />RESOLUTION NO. 90-~ <br /> <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br /> <br />RESOLUTION SELECTING A MASTER DEVELOPER TO DETERMINE THE <br />FEASIBILITY AND STRUCTURE OF A DOWNTOWN REDEVELOPMENT <br />PROJECT. <br /> <br />WHEREAS, the New Brighton Economic Development Commission <br />(EDC) was established by the City Council as an advisory body to the <br />Council and Planning Commission; and <br /> <br />WHEREAS, the EDC is committed to facilitating the redevelopment of <br />the downtown area; and <br /> <br />WHEREAS, in July, 1989, the EDC hosted a brainstorming session to <br />discuss and develop ideas for redeveloping the downtown area; and <br /> <br />WHEREAS, the EDC has solicited comments and suggestions from <br />many developers regarding potential for the downtown area; and <br /> <br />WHEREAS, the EDC has determined that any downtown project <br />should incorporate: quality; a focus and identity for the historic center <br />of the City; amenities and uses that attract people to the downtown <br />area; coordination with the character of recent investment in the <br />downtown area; and creating a sense of community; and <br /> <br />WHEREAS, the EDC believes major changes in the downtown area are <br />necessary for a successful downtown project; and <br /> <br />WHEREAS, the EDC has determined that it is appropriate to select a <br />developer who will determine the feasibility and structure of a downtown I <br />project and the criteria used to select a developer should include: <br /> <br />1. Ability to create a master plan for the downtown area; <br />2. Experience in creative, successful projects; <br />3. Concern for neighborhood integrity and community; <br />4. Financial ability and credibility; <br />5. Experience with projects in which tax increment financing is <br />used; <br />6. Architectural creativity and excellence; and <br />7. Interest in working with the City on the downtown area. <br /> <br />WHEREAS, the EDC has met with three developers (La-Nel Financial <br />Group, Ron Clark Construction, and L.A. Laukka Development Co.) to <br />discuss their interest in the downtown project and to review their <br />qualifications for working with the City and other groups to determine <br />the feasibility and structure of a downtown project; and <br /> <br />WHEREAS, City staff, Council, and EDC members have met with <br />downtown property owners, residents, and businesses to discuss the <br />future of the downtown area; and <br /> <br />WHEREAS, at these meetings, there has been discussion regarding <br />the need for communication between the City and the downtown area; <br />and <br /> <br />WHEREAS, the key to a successful downtown project will be <br />communication between downtown area businesses, property owners, <br />residents, and the City; and <br /> <br />WHEREAS, the downtown project must be sensitive to the needs of <br />the existing downtown businesses, property owners, and residents as <br />well as the expectations of the entire community for the downtown area; <br />and <br />
