<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a regular meeting of the New Brighton City Council was held Tuesday, May 11, 1999, at <br />7:30 p.m. in the municipal building, 803 Old Highway 8 NW. <br /> <br />Present: <br /> <br />Councilmembers Gunderman, Hoffman, Larson, and Samuelson. <br /> <br />Absent: <br /> <br />Mayor Benke <br /> <br />Also Present: <br /> <br />Jill Bishop, Economic Development Specialist <br />Margaret Egan, Finance Director <br />Matthew Fulton, City Manager <br />John Kelley, Police Chief <br />Brian Olson, Civil Engineer <br /> <br />Council Agenda <br /> <br />Motion by Larson, seconded by Samuelson, to APPROVE THE COUNCIL AGENDA. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Council Minutes <br /> <br />Motion by Hoffman seconded by Samuelson, to WAIVE THE READING AND <br />APPROVE THE APRIL 27, 1999, COUNCIL MEETING MINUTES. <br /> <br />4 Ayes - 0 Nayes, Motion Carried. <br /> <br />Commission Minutes <br /> <br />Acting Mayor Gunderman, with Council consent, received the minutes of the Public <br />Safety Commission - February 24, 1999. <br /> <br />Special Order of Business <br /> <br />Police Chief John Kelley presented a Life Saving Award to Police Officers Matthew <br />DeBoer and Mitchell Singer. In March, officers responded to a 911 call, and found Lois <br />Alberg not breathing without a pulse. DeBoer placed the automatic electronic defibrillator <br />pads on Alberg, and Singer established an airway and administered oxygen. The <br />defibrillator instructed continuation of CPR, and after six repetitions, Alberg regained a <br />pulse and breathing, and was transported to the hospital and later released. This was the <br />City's first successful automatic electronic defibrillator intervention and save. Joan <br />Mellor, Medtronic Foundation, said the heart rescue program is very happy to provide <br />funding to communities to purchase defibrillators. John Sarych, SurvivaLink and <br />defibrillator manufacturer, thanked the officers and is very pleased with Alberg's <br />recovery.
