<br />I <br /> <br />I <br /> <br />I <br /> <br />COUNCIL PROCEEDINGS <br /> <br />CITY OF NEW BRIGHTON <br /> <br />Pursuant to notice thereof, a special meeting of the New Brighton City Council was held Tuesday, March 24, 1998, <br />at 7:30 p,m. in the municipal building, 803 Fifth Avenue NW. <br /> <br />Present: <br /> <br />Councilmembers Gunderman, Larson, and Samuelson. <br /> <br />Absent: <br /> <br />Mayor Benke <br /> <br />Also Present: <br /> <br />Matthew Fulton, City Manager <br />Les Proper, City Engineer <br />Bob Rutherford, Engineering Technician Supervisor <br />Cary Teague, City Planner <br /> <br />City Manager Fulton explained that the death of Councilmember George Gregori <br />required the regular Council meeting schedules to be adjusted. Because Mayor Benke was <br />unable to attend tonight's meeting, the Council earlier moved to reschedule its regular <br />meeting to March 25, However, because several public hearings were advertised to occur <br />March 24, tonight's meeting is being held in order to meet legal requirements and public <br />expectations, Council will allow public testimony for those items tonight. Other agenda <br />reports will be considered on March 25, 1998. After the testimony, the public hearings <br />will be closed. However, final Council consideration and action will be taken March 25, <br />1998. <br /> <br />Council Agenda <br /> <br />Motion by Gunderman, seconded by Samuelson, to APPROVE THE COUNCIL <br />AGENDA. <br /> <br />3 Ayes - 0 Nayes, Motion Carried. <br /> <br />Public Hearing <br /> <br />Proper presented the feasibility study for Project 98-1, Vermont Park Area Street <br />Reconstruction; and Project 98-5, Stowe Ave. Street Reconstruction. These streets are in <br />poor condition and inquires into reconstruction have increased in recent years. <br /> <br />Project 98-1 involves: 1st Ave. SE from Stowe Ave. to 1st St. SE; 2nd Ave, SE from <br />Stowe Ave. to City limits; 3rd Ave, SE from Stowe Ave. to 1st St. SE; and 2nd St. SE <br />from Cleveland Ave, to New Brighton Rd. Second St. also called Co. Rd, E, between <br />Cleveland Ave. and New Brighton Rd., is a Ramsey County road which will be turned <br />back to New Brighton. Staff recommends on-street parking be banned on both sides of <br />2nd St. SE to provide for bicycle and pedestrian safety, The new streets will be <br />reinstalled close to existing grades with some adjustments to assist in surface drainage, <br /> <br />Council Agenda <br /> <br />Public Hearing <br /> <br />Feasibility Study for <br />Project 98-1 and <br />Project 98~5 <br />Report 98-067 <br />
