r <br />PARK BOARD MINUTES <br />WEDNESDAY, MARCH 7, 1979 <br />I. The meeting was called to order at 700 p.m. by Chair- <br />. person Gunderman. <br />II. Members presento Carlson,Dahl, Grimshaw, Gunderman <br />Hogan, Johnson, Kern, Council Representative Blomquist. <br />Members absent< Olson, Westling <br />III. Minutes of February meeting approved as submitted. <br />IV. Correspondence <br />Staff read a pledge from the New Brighton Lions Club for <br />1,000.00 toward a trail for the blind at Long Lake Park <br />and for $200.00 per year thereafter for maintenance costs. <br />V . New Bus Ines s -None <br />VI. Unfinished Business <br />A. Hansen Park Renovation Concept Plan <br />Staff presented the concept plan to the audience: <br />Cor,.t~ents From Audience <br />-Concern that a picnic shelter not be located close to <br />homes on l~-th Ave . <br />-Concern that present tennis court lights were being used <br />for parties rather than tennis. <br />-Suggest that west entrance be located mid-block between <br />5th St. and Sioux. <br />-Curbing or other traffic restraints are needed around <br />parking lots. <br />-Care should be taken to minimize impact on wildlife when <br />planning the path around the north pond. <br />-The proposed bridge near 3rd St. should be moved further <br />south. <br />B. Long Lake Surface Use Ordinance <br />Staff reviewed the ordinance and the manner in which it was <br />formulated. <br />Comments from Audience <br />-This proposed ordinance unduly restricts rights of propert;~ <br />owners and has questionable Legal standing. <br />19.30 -"Wake" should be def fined in ord-i.nance <br />-Closed throttle is too slow. <br />-Consider operation of a boat, not the result <br />19.31 -Include definition of boat launch <br />-A 100 foot limit for boats will make the area just north <br />of the channel too narrow to turn boats in. <br />
