PARK BOARD MINUTES <br />April 3, 197 <br />The meeting was called to order at 8:07 p.m. <br />Board members present: Cook,. Dahl, Gunderman, Jasinski, Sullivan, <br />Weissman and Council Representative Eagon. <br />Board members absent: Smith <br />Others present: Doti~ie Stone, League of Women Voters; James Strauss, <br />Roger Williams, George Orning, Merrick Brown, residents; Dale Seppa, <br />Gitizens Study Committee; Charles Corlett, Assistant Director and Robert <br />Wicklund, Director of New Brighton Park and Recreation Department. <br />The minutes of the regular meeting of March 13, 1.97-were approved as <br />subm3.tted. <br />Agenda additions: Request from the Gitizens Study Committee for Park. <br />Board input relating to the Civic Center. <br />Park Proposal - S.W. Area <br />Residents explained to the Board their request to have a park located <br />on a:5-acre site on County Road E and 20th Avenue S.W. The site, which <br />is presently owned by Pemptom, is bordered by County Road E to the north, <br />20th Avenue S.kT. to the east, Trlindsor Way to the south and Windsor Court <br />to the west. The concerned residents expressed the need for an outdoor <br />recreation facility in this neighborhood and presented to the Board a <br />petition with 368 resident signatures stating that they are in favor of <br />a park.. The Capital Improvements Program to develop the Silver Oaks <br />School site for outdoor recreation was explained by the Board and further <br />discussion ensued. The residents also presented a conceptual plan for <br />the site. The residents informed the Board of new legislation concerning <br />public waters. The statute discussed is under Chapter 105; Minnesota <br />State Statute, 1973. The Board expressed their desire to preserve the <br />pond located on the site. <br />Motion by Weissman to request the Planning Commission to defer rezoning <br />on the grounds that the Park Board feels the pond is public waters, under <br />Chapter 105; Minnesota State Statute, 1973 until such time as the Depart- <br />ment of Natural Resources can resolve the question. Seconded by Dahl. <br />Motion carries 6-0. <br />Civic Center <br />The Board was informed of the Citizens Study Committee's current study <br />of the possibility of a civic center located in New Brighton. The <br />Citizens Study Committee would like the Park Board to have input into <br />their study. The target date for the completion of the study is December <br />197. <br />
