PARK Bfl~IRD MEETING <br />JUNE 6, 1973 <br />NIeeting was called to order at 8:05 p.m. <br />Board members present° Cook, Dahl, Gunderman, Hagemeyer, Sherlock, <br />Smith, ~rdeissman and Council Representative Eagon. <br />Board members absents None. <br />Others present° Les Foretell, Gene Partyka, Planning Commission; Mrs. <br />Richard Neuman and Robert M. T>>Iicklund, Director of Parks and Recreation. <br />Agenda additions° Change of Meeting Date, Community Facilities and <br />Ice arenas. <br />The minutes of the regular meeting of April ~, -!973 were approved as <br />submitted. <br />Community Facilities <br />Les Foretell and Gene Partyka, representing the New Brighton Planning <br />Commission, appeared to discuss the community facility component of <br />the Comprehensive Plan. As Parks and Recreation is a subcommittee of <br />this component, they were soliciting input from the Park Board. Foretell <br />stated that the Park and Recreation section vJOUld include three areas <br />general goal; an inventory of existing facilities and plans for the <br />next 0-5, 5-10 and 10 + years. They also indicated that the Planning <br />Commission rotas interested in the Park Board's recommendations on Rush <br />Lake. The Park Board indicated that it Uras in favor of the acquisition <br />rf Rush Lake by Ramsey County for open space with certain reservations. <br />The disposition of the Mississippi extension is one reservation and the <br />nature of a cooperative agreement in terms of developing and operating <br />the Rush Lake - Long Lake - Rice Creek area. is another. <br />Sherlock noted that Rush Lake became an open space consideration only <br />after Ramsey County began its overtures to the Village. He further <br />noted that financing it would be difficult for the Village to attempt <br />to acquire Rush Lake.. <br />In terms of long range acquisition, it is the intention of the Park <br />Board to provide 1z acres of recreation open space per J00 population. <br />The present Comprehensive Park Plan will provide this sufficient open <br />space for a ?population of 50,000. The Board also had adopted as a <br />goal that a recreation area be accessible (inside physical barriers <br />such as freeways, county roads, etc.) to every resident. Therefore, <br />the Board has as its goal to acquire sufficient park land to meet these <br />criteria. If future life styles create a population density unforeseen <br />at this time, the pattern should be flexible enough to respond to <br />such an occurrence. <br />
