PARK BOARD MEETING <br />February 7, i_973 <br />Meeting was called to order at 8010 p.m. <br />Board members present: Cook, Dahl, Hagemeyer, Sherlock, Smith, <br />Weissman and Council Representative Eagon. <br />Board members absent: Gunderman <br />Others presento Bernard Edmonds and Robert Hemmings of the Ramsey <br />County Open Space staff; George Carlson, Ramsey County Snowmobile <br />Patrol; Richard Larson, New Brighton Snowmobile Club; Village <br />residents. and Robert M. tiJicklund, Director of Parks and Recreation. <br />Smith requested that discussion of a possible National Guard Armory <br />in New Brighton be added to the agenda. <br />The minutes of the regular meeting of January 3, x-973 were approved <br />as submitted. <br />Ramsey County Proposal. for Rush Lake <br />Robert Hemmings and Bernard Edmonds presented a proposal by the <br />Ramsey County Open Space staff for inclusion of the Rush Lake <br />property in the Long Lake/Rice Creek recreation area. It was <br />explained to the Board that the Rush Lake property would be part <br />of the entire Rice Creek Recreation Corridor stretching from the <br />chain of -lakes in Anoka County to the Mississippi River in Fridley. <br />The Corridor would be basically designed to preserve Rice Creek <br />and surrounding environs with primarily trail-use kinds of activity. <br />There would be canoeing activities north of the Arsenal property <br />but presently there were difficulties in attempting to obtain access <br />through the Arsenal, although this could probably be overcame in <br />the future. The Shoreview Council has approved the acquisition <br />along the Corridor in their community. <br />The Rush Lake area tirould be designed to complement the Long Lake <br />property. The differences in land type of the two areas would create <br />different activity uses. Long Lake would be more active with <br />swimming, picn3:cking, skating, fishing, etc., whereas Rush Lake <br />would be primarily for nature study, hiking and activities of this <br />type. Some preliminary estimates have been made concerning the <br />cost of Rush Lake, It appears to be of a high nature and, therefore, <br />may require that various alternative compromises be employed. The <br />key question is whether Rush Lake is a valid open space. Ramsey <br />County feels that with its natural assets it is. One crucial <br />factor is the road alignment of the proposed Mississippi Street <br />extension. ?~?hether or not this extension is actually installed <br />and in what form, will affect Ramsey County~s decision as to how <br />much, if any, of the Rush Lake property is purchased for inclusion <br />in the Open Space System. <br />
