~ • <br />PARK BQARD MEETING <br />September 1, 1971 <br />The meeting was called to order at 8:15 P.M. <br />Board Members Present: Dahl, Gunderman, Hagemeyer, Sherlock, Smith., <br />and Council Representative Moen. <br />Absent: Weissman <br />Others Present: Mrs. Richard Neumann, Mr. George Carlson <br />The minutes of the xegular meeting of August 4, 1971 were approved as submitted. <br />PROPOSED PRELIMINARY PLAT PL-74 <br />The Board discussed alternate courses of action concerning the proposed Prelim- <br />inary Plat PL-74. This plat includes the 12 acre parcel on 1$A St. and 29th <br />Ave. N.W. which has been recommended as future park land to the Planning <br />Commission by the Park Board. A public hearfng on PL-74 has been set for the <br />Council meeting of September 14, 1971 and the Board e~.pressed concern that be- <br />cause no official designation has been made to indicate the property as a future <br />Park, it will be developed before the Council is aware of its status in the <br />Park Board's long-range plan. <br />It was suggested that the Park Board request the Council to designate all of <br />the parcels included in the Park Board's long-range plan as future parks <br />despite the fact that the Planning Commission has not finalized the proposed <br />land use map within the comprehensive plan. However, it was brought out that <br />this might unintentionally be interpreted as criticism of the Planning Commission. <br />Sherlock moved that the Park Board through its chairman, Gunderman, send a <br />letter to Mayor Bromander to be received by the Council at its September 14 <br />meeting which outlines its concern about parcels recommended to the Fianning <br />Commission as future parks. Specifically the Board requests that the Council <br />consider a course of action that would result in the Heaton property located <br />within PL-74 being preserved as a park site. <br />Seconded by Smith - Motion Carried <br />JOINT MEETING ON RAMSEY GOUNTY OPEN SPACE PLAN <br />The Board established en agenda for the meeting to be held with neighboring <br />communities' Park Boards for the purpose of discussing the Ramsey County <br />Open Space Plan. The first item of the agenda is an explanation of the state <br />law permitting the County to purchase the land. Smith-will have copies of <br />the law for everyone and handle the explanation. Gunderman suggested inviting <br />some people involved in the Legal process such as Dick Andersen., Ed 5alverda, <br />Perry Copeland, etc. <br />The second item an the agenda is to determine to what degree each community <br />supports the County plan. The Park Board's own position is that it agrees <br />with the toCal concept of the plate and would support preserving the land <br />along Rice Creek and Rush Lake in a material state.
