Park Board Meeting <br />May 5, 1971 . <br />The meeting was called to order at 8.04 p.m. <br />Board Members Present: Dahl, Gunderman, Smith, Weissman and <br />Council Representative Moen <br />Hagemeyer appeared at 8:19 <br />Gunderman was excused at 835 <br />Absent: Barnhill, Sherlock <br />Others Present: Mayor Bromander, Councilman Fisher, Arthur Dickey, <br />Village Architect; Mrs. E. E. Fisher, Village <br />residents, and Robert Wicklund, Director of Parks <br />and Recreation. <br />The minutes of the meeting of April 7, 1971, were approved as submitted.: <br />Gunderman requested that a discussion of the Council's action relating <br />to the Park Board and its role in protecting the environment be added <br />to the agenda. <br />Review of Hansen Park Shelter Bids <br />Arthur Dickey reviewed the bids submitted for construction of a shelter <br />at Richard J. Hansen Park. The low bid was submitted by Larson <br />Builders in the sum of $40,700, which was under the architects estimate, <br />Mr. Dickey recommended that all alternates be rejected,-tall of the <br />alternates call for omitting items except ~-4 which adds a door to the ; <br />storage axea). The Board felt that the door was important to provide <br />immediate access to the storage area despite the recommendation. <br />Gunderman asked why the bids came in so much lower than estimated. <br />Dickey replied that there is no one answer; it was simply a matter <br />of everything falling into place. It was noted that the completion <br />date submitted by Larson Builders would provide plenty of time to be <br />ready for the coming skating season. Dickey estimated completion by <br />September I5. Smith moved that the Park Board recommend to the Council <br />that Larson Builders base bid plus alternate #4, the additional door, <br />be accepted. <br />Seconded by tnTeissman - motion carried. <br />Discussion of Park Board's Responsibility for Protection of the <br />Environment <br />The Council's action was explained to the Park Board. There was a <br />resolution offered to form an Environmental Studies Commission. Some <br />councilmen felt there might be an overlap in jurisdiction between such <br />a commission and the Fark Board. Therefore the Park Board was asked <br />to define what it was doing in terms of the environment and what it <br />
