s.
PARK BOARD MEETING
October 7, 1970
The meeting was called to order at 8:21 p.m.
Present: Barnhill, Dahl, Sherlock, Smith, Council Representative
Moen appeared at 8:45
Absent: Gunderman, Hagemeyer, Weissman
Also Present: Robert Wicklund, Parks and Recreation Director;
Village residents.
The minutes of the Regular meeting of September 2, 1970 were
approved as submitted. It was noted that the letter concerning
the shelter buildings was sent to Mr. Dickey rather than Mr. Brauer
as was originally requested {Page 4). The substitution was made at
the request of Mr. Gunderman, who made the motion, as Mr. Dickey
was primarily responsible for building design, not Mr. Brauer.
Guidelines for Park Plan Review
A discussion was held concerning the outline and time schedule for
the review of the comprehensive park plan as directed by the
Village Council. Generally, the procedure involves assessing
present facilities, determining what needs are not met by those
facilities, developing programs to satisfy the unmet needs and
recommending financing for those programs. Barnhill questioned
whether or not the Board would be determining costs of the programs.
It was explained that cost estimates would have to be included to
make the plan viable. Smith asked if an evaluation of the status
of the work already accomplished was to be included. This aspect
of the review will be covered as a part of the assessment of present
recreation facilities.
It was suggested by Dahl that the Board defer any committee or
research assignments until the full Board was in attendance. This
met with general agreement. The Board was asked to approve the
outline and time schedule as presented so that meeting dates could
be published. Sherlock so moved. Smith seconded the motion.
Motion passed.
(NOTE: Since the meeting a typographical error on the time schedule
has been discovered. The last meeting listed should be the
9th of December rather than the 19th of December.)
Temporary Building at Hansen Park
The plan for the temporary shelter at Richard J. Hansen Park was
presented to the Board. The building is to be constructed of pre-
cut lumber by the park maintenance staff. It is 20' x 24' which
gives approximately the same square footage as the permanent shelters.
