<br />~, <br />PARK BOARD MEETING <br />July 1, 1970. <br />The meeting was called to order at 8:14 p.m. <br />Present: Dahl, Gunderman, Sherlock, Smith. Barnhill appeared at 8:20. <br />Also Present: Robert Wickland, Parks and Recreation Director; <br />Arthur Dickey, Architect; Tom Morris, Councilman; <br />Village Residents a <br />Minutes of the Regular Meeting of June 3, 1970 and the Special Meeting <br />of June Z0, 1970 were approved as submitted. <br />SEVENTH STREET PLAY STRUCTURE <br />A brief history of the structure was given. The original intent had <br />been for a complex of equipment around a theme of Fort New Brighton. <br />.High costs. forced a cutback to the one piece of creative play equip- <br />ment intended to resemble a fort. It's a specially designed and <br />built climbing device with two slides attached. <br />Ross Metzger, representing residents whose homes adjoin the park off <br />Pearl Avenue, presented a list of objections to the structure. The <br />four objections were as follows: <br />Safety - The structure is not safe for play by children. <br />It is too high and railings are insufficient. Openings <br />between decks allow children to fall from one level to <br />another. The platforms at the head of the slides encourage <br />n~ribers of children to gather with pushing and shoving <br />taking place. The beam across the north slide is too low <br />so older children will strike their heads. A platform <br />above the north slide has no railing which encourages <br />children to jump down on the slide. <br />Location - The site of the structure is toa close to the <br />Names. There is a lot of space to locate the structure <br />without having it right on top of the homes. <br />Nuisance - The structure has drawn many children to the <br />area. They leave their bikes on private property and cut <br />through lawns. Conflicts have arisen between adults walking <br />over private property as well. <br />Appearance - The aesthetics of the structure are unpleasant ' <br />and its appearance resembles a corn crib. <br />
