PARK BOARD MEETING <br />~, S November 4, 1970 • <br />The meeting was called to order at 8:01 <br />Board Members Present: Dahl, Gunderman, Hagemeyer, Sherlock, <br />Weissman and Council Representative Moen <br />Barnhill appeared at 8:10 <br />Absent: Smith <br />Others Present: Robert Wicklund, Director of Parks and Recreation; <br />Thomas Morris, Councilman; Joan Vandervoort, <br />League of Women Voters Mr. and Mrs. E. E. Fisher <br />and others <br />The minutes of the Special Meeting of .October 21, 1970 were approved <br />as submitted. <br />Attendance Guidelines <br />The Board discussed the possibility of setting guidelines for member <br />attendance and dismissal resulting from lack of attendance. The <br />ordinance creating-the Park Advisory Board was read and it provides <br />for dismissal of Board Members only by a 4/5's vote of the Village <br />Council. There i.s no mention of attendance standards in the ordinances. <br />However, the possibility of setting internal standards which Board <br />Members agree to abide by was suggested as a solution. Sherlock <br />added that any such standard had to make provision for legitimate <br />excuses. rn7eissman stated that the large number of special meetings <br />in recent months made scheduling difficult. To avoid problems, it <br />was suggested that the members themselves decide when they can no <br />longer meet their obligations and voluntarily resign. <br />Gunderman asked if attendance problems were not some way related to <br />the concentrated time schedule set up for the park plan review. He <br />b7°ought out the possibility of spreading the time schedule out or <br />changing the meeting time. Barnhill indicated that meeting anything <br />less than once a month was ineffective. <br />Considering a change in time schedule, it was suggested that <br />Mr. Arthur Dickey, architect, be asked to attend the meeting of <br />November 18 to discuss the Hansen Park Building. Gunderman stated <br />his feelings that discussion of the building should take place after <br />the meeting with-Don Brauer on park and recreation trends scheduled <br />for November 24 to give the Board some over-all direction. It was <br />mentioned-that the building is to be constructed by winter 1971 <br />according to Council resolution which doesn't leave a great deal of <br />time. Adoption of building plans can occur as the Board progresses <br />on the park plan review but some action should be begun now. The <br />fact that the funds for the building have not yet been formally <br />transferred is also significant. <br />
