The Planning Oommission shall take <br />action to recommend approval of the preliminary plan as submitted, reoommend approval <br />with the addtlon of conditions or recommend against approval of the preliminary plan.. <br />SU\"lh recommendation shall be made within 40 days a.fter the application is f:irst heard <br />at the regular meeting of the Planning Commission unless it can be shown that the <br />delay has been caused by the applicant, who shall state same in writing to 'the Plan~ <br />n:i:ng Commission. If no action is taken within the specified time period and there <br />has been no delay caused by the applioant, the application shall be forwarded to the <br />Village Council.. <br /> <br />(B) The reoommendation of the Planning Commission shall be forwarded with the <br />applie'~d;lon for preliminary plan approval to the Village Council for the public hearing" <br />Said 1"8<<:'lommendation shall be based on and i.nclude but not be limited to the following <br />i t ~J.ms 2: <br /> <br />1 - Consistency of the plan with type, density, height, <br />and bulk of surrounding lands and the Zoning Ordinanoe. <br /> <br />2 - Consistency with the stated prinoiples of the Planned <br />Residential Development.. <br /> <br />.3 - The plat of' the plan and its provisions for public <br />facillti,es, internal circulation, and recreational <br />spaoes. <br /> <br />4 - The adequaoy of size and intended funotion of the Open <br />Space in common and the provisions for its mai,ntena.noe <br />and oonservation. <br /> <br />5 .~ The design for the handling of vehicular traffi.c on <br />abutting or adjacent streets and their role in the <br />Comprehensive Thoroughfare PIano <br /> <br />6 - The provisions for the servicing and safety of the <br />residents of the Planned Residential Developmento <br /> <br />7 - The var:1.ations :from sta.ndard subdivision regulations <br />of the Plano <br /> <br />8 ~ The variations in use from the zoning regulations and <br />thei.r effect on the J.esiden:ts of the Planned Residentia.l <br />Dev'elopmen't, and the general publio interesto <br />
