April 5, 1989 Park Board Minutes Page 4 <br />Lamp-said she has seen an increase in motorcycles and <br />snowmobiles and have lost some shrubs because of them. She <br />commented that she is in favor of the trail but is concerned <br />about the parties - will the City clean up after these <br />parties? <br />Anderson said we will own the trail so the city will <br />maintain it as a part of the park system. Incidence of <br />parties will probably go down with the legitimate use of the <br />property. Long Lake Park was a party hang out and now the <br />parties have quit. <br />Lamp asked if the trail will be lighted. <br />Anderson said no. <br />Phil Goodrich, 1129 Pike Lake Dr., stated he was not <br />surprised at the higher-cost. He said it still sounds low. <br />He hopes that the curb at Pike Lake Dr.is not cut because it <br />will cause the water to come down and drain into the lake. <br />Anderson the cut curb is to make it mountable for bikes. <br />Goodrich said the curb is mountable now. <br />Johnson said it could be raised so drainage wouldn't be a <br />problem. <br />Anderson said that it will not be a drainage problem. <br />Goodrich commented on the plantings stating that there are <br />pipes where the graffiti is so plantings won't be possible.. <br />Putting fill in and a retaining wall will be expensive. <br />Will need a railing because if someone falls off they will <br />get hurt. It you don't stick to the 8 ft. wide trail it is <br />a safety problem but he suggested in that area that it not <br />be 8 ft. because of the cost. It's nice that the wall will <br />be painted but if the bushes don't go in before it's painted <br />the graffiti will still go up. Putting the trail in will <br />not stop the graffiti. Irresponsible people do it at night. <br />One post for the 8 ft. trail will not hold back motorcycles <br />and snowmobiles. One thing that stopped the motorcycles and <br />snowmobiles was the well. <br />Jerry Meyer, 1281 Pike Lake Dr., asked how tall the fence or <br />railing would be. <br />Anderson said he did not know. <br />Meyer said it would be a big help if the area was sodded <br />right away to help the erosion problem. <br />Meyer commented that they will have to monitor the lake and <br />call the police if they see problems. He also asked if <br />trees would be removed for the construction of the trail. <br />
