March 1, 1989 Park Board Minutes <br />3 <br />Eichers asked if the clubhouse would be closed during renovation. <br />Mack responded no. <br />Eichers commented he thought the course was one of the finest in <br />the Twin Cities area. <br />Johnson said he was impressed with the office when he called <br />about using Long Lake pavilion this summer since it was not even <br />finished yet. <br />Mack said the pavilion, picnic area needs sodding and trees. <br />Neil Franey of Friends of St. Paul and Ramsey County Parks took <br />the floor. He stated this group got started about 4 years ago to <br />protect land from development. The first years they raised <br />money. Now they have hired a consultant. They meet once a month <br />and have about 100 members; 2/3 St. Paul and 1/3 Ramsey County. <br />A newsletter goes out to about 1,000 people. We are always <br />looking for members and would like to help with any issues that <br />may come up. The Friends are advocating formation of Park Boards <br />for Ramsey County and the City of St. Paul. Consultant notes <br />will be publicized and given to the County Board. <br />Van Hatten said it would be nice if the results of the study <br />could be filtered to the northern suburbs. <br />Anderson said when the report is completed you may want to ask <br />for a letter of support from the Park Boards in the surrounding <br />areas. <br />Anderson said he thinks this is a good idea. <br />Johnson asked Franey if there is a possibility for a Ramsey <br />County board to be formed. <br />Greg Mack said there would be two boards; one for the city and <br />one for the county. They would then meet together occasionally <br />to cover issues relating both to city and county and would have <br />levy authority. <br />Anderson said that if park boards come out of this it will be a <br />good improvement. <br />B. Development Plan/Arsenal Athletic Complex <br />Anderson said the council approved this project at their February <br />28th meeting. The property is located on 35W and County Road H, <br />east of the military housing. Plans are for 4 softball fields <br />with 290' fences, 2 full size soccer fields, a baseball field and <br />2 parking areas; one for 90 cars and one for 35. The city is <br />hoping that the National Guard will grade this free. Expecting <br />to build for about a quarter of a million dollars over two years. <br />We spent about $200,000 at Veterans Park so this is very <br />reasonable. <br />
