October 5, 1988 Park-Board Minutes
4
Anderson said we can match it-with the Ramsey County-crossing..
The trail will: come out by the service road. The City, Ramsey.
County and DOT would like to see the trail and cross walk
blend.
Henry Larson said he is against the bike trail because the
wildlife and wild land will be affected.
Calvin Brown, 1120 Pike Lake .Circle.,. What is the total cost of
the trail? The purpose is to dump people into Long-Lake Park.
With the upgrade of Long Lake Road they will use the road
anyway and the .trail will jeopardize the wildlife needlessly.
The crossing is something else but the money spent on this
.project seems unnecessary. Who will use this trail.
Snowmobiles on the lake will be a great concern. Don't see
the need for the trail and the total dollar amount. There is
not enough room for an 8 ft. path.
Anderson stated there is enough room. We can remove fill next
to the freeway wall. Originally the cost was about $1.5,000
but we have not done a total analysis of the church driveway.
Concrete curbs will have to be put in so we may be up to about
$20,000.
Anderson said the area served. will be the people from -the Pike
Lake area. This trail will attract walkers.
Brown stated there used to be a pile of dirt there to keep
people out. Won't you be encouraging people to do down there?
Anderson said when you do a project like this you reduce the
.problems... Teens generally use. the area. because it's away from
people. Once Moms & Dads and kids are using the trail the
area is no conger attractive to-the teens.
Phil Goodrich, 1129 Pike Lake Dr., Would like to note some
observations. Have lived here about 18 years. The noise wall
provided an area for herons. There are also .mink and. other
animals. Have lived through the parties and discovered the
-best-way to reduce the problem was to call the police and have
them put out-the fires and put in the dirt pile to keep people
from getting down there. One thing that has persisted is the
graffiti. Have noticed that where there are bushes there is
no graffiti. Suggest putting bushes in instead of bike path
to reduce the graffiti.. I have a different opinion than Mr.
Anderson on the influence people going down there would have.
When there were parties we were afraid to go down there. "Some
-parked vehicles were found down there. It was mentioned that
the lots back there would be unbuildable. If you put in a
bike path can you still have a street in there.
Anderson responded yes..- The fact that a bike path is there
;doesn't mean a street cannot. go in at some further time'..
Goodrich 'said there is not enough room for both a bike path
and a street.
