October 5, 1988 Park Board Minutes 7 <br />Goodrich stated that he didn't phrase it as a question before <br />but what do you think about planting bushes along the .noise <br />wa7:l to reduce graffiti? How 'much: dirt will have to be <br />brought in-for the trail construction? <br />Anderson said that he has noticed the lack of graffiti where <br />there are bushes and graffiti where there are none, but he <br />also noticed that where the bushes are it is well travelled. <br />Where there are no bushes it is not as well travelled. Think <br />the lack of graffiti may be a combination of being a well <br />travelled area and also the bushes. Yes, we could-plant more <br />bushes. The engineers feel that-they won't have to bring in <br />much fil Won't know until the'`topo is done. It will be <br />known before the Council approves. it. Tonight just the <br />concept plan is up for approval. As far as erosion is <br />concerned, we have to deal with the Rice Creek Watershed <br />District. Usually hay bails and other requirements and <br />regulations are necessary. .The City will follow their <br />regulations. <br />Goodrich said he didn't question whether the City would follow <br />those regulations but. the regulations don`t do the job. When <br />the construction was done upstream the lake got a lot of <br />siltation. Their regulations .are minimal. Every time <br />construction takes place siltation goes .into-the lake. <br />Anderson said that amount of siltation-from a project this <br />size is .minimal.- There is only a small area that can generate <br />water. <br />Goodrich said he would dike to monitor the siltation that goes <br />into he lake from this project. He said he would guarantee <br />there-.would be a significant amount of siltation. He would <br />like a contract with the City on this issue. <br />Anderson said this is a small project that will take only <br />about two weeks. <br />A resident stated we need a contract on that too! <br />A resident said we know guarantees from the City don't hold <br />from previous experience. <br />Bill Meyer .said we are concerned about the lake. <br />Bonnie Meyer, 1281 Pike Lake Dr., New Brighton is concerned <br />:about residents. We spend a lot of money on parks and people. <br />Everything is black topped - all for the people. There is no <br />concern for wild life. I have a concern for the birds. Mr. <br />Anderson did not take me seriously when I was here in May with <br />my concern for the herons. He made only one call. The birds <br />will be gone. No concern-for the trees. <br />Anderson said the trees are not in the path site. We will be <br />planting more trees.- There will be more trees when the <br />project is done than there are now. <br />
