June 1, 1988 Park Board Minutes <br />V. New Business <br />A. Harstad Development <br />2 <br />John Johnson said they went back to the drawing board after <br />they received the Park Board's comments and resubmitted a <br />plan which the Planning Commission and City Council have <br />approved. Harstad is submitting an application this week. <br />Phyllis Hanson stated she took what she was hearing and came <br />up with an alternative plan which has gone to the Planning <br />Commission and City Council and now is back to the Park <br />Board. Looked at the best access and what was wanted in the <br />park. The Park Board indicated you wanted a centrally <br />located park with accessibility to more homes. Included in <br />the park are: a soccer filed 300 x 365 (almost regulation), <br />overlaid on a softball field 250', an opening between the <br />homes with a tot lot and picnic area. Tennis courts are a <br />possibility; has north/south orientation. There is a green <br />area and trail system. Total park area is 5.43 acres. <br />Olson asked if the entry to the park was by the Health Care <br />Center. <br />Johnson said yes,one entry point would be there, but there <br />would be two additional entry points. <br />Van Hatten asked if there have been any comments from the <br />Health Care Center. <br />Johnson said a city staff person was going to contact them <br />but he hasn't heard yet. They will be contacted. We did <br />take your comments to heart in developing this plan. <br />Van Hatten asked if there was any vehicle access to the <br />tennis courts. <br />Johnson said not at present but that parking could be <br />installed when all the streets in the area are completed. <br />Johnson said the area is low land. <br />Olson asked where the water storage area is. <br />Johnson said there are three in all. They are depressed <br />areas. Engineering is looking at doing the storage at this <br />location rather than at Freedom Park. Engineering is <br />looking at reducing the amount of water going toward Freedom <br />Park. <br />
