June 1, 1988 Park Board Minutes <br />4 <br />Johnson said yes but to get it there is a problem. You have <br />to have the water go north before it can be carried south <br />again. The Watershed District will not give you credit for <br />a water storage area unless it has an outlet. The bottom of <br />the hole is 5 feet higher than to the north. You would have <br />to determine if it is cost effective to do it. Aright of <br />way from the state would also need to be obtained. <br />Anderson said this is a large straw that may break the <br />camel's back. This is the final phase so this is when the <br />crunch comes. <br />Anderson said a letter from Barr Engineering should come <br />this week regarding water storage needs for this <br />development. <br />Johnson said they did what they were asked to do but the <br />drainage issue cannot be resolved here. <br />Ken Johnson said this plan has character - he likes it. He <br />does have concern about not having any parking. <br />Anderson said that is not Harstad's problem. We can have <br />parking - it was not intended that there would not be any <br />parking. <br />Hanson said the parking area should go where the activities <br />are. <br />Anderson said that by approving this tonight you are <br />approving some aspects of the park but we can change things <br />around and go through the process of meeting with residents <br />and get their input. <br />Hanson said this plan is to show that this park will work. <br />Ken Johnson said you did a good job. <br />Johnson said he believes it is Hardstad's responsibility to <br />do the grading for the park. <br />MOTION BY SEWARD, SECONDED BY KALINA, TO ACCEPT THE <br />INNSBRUCK PARK PLAN AS SHOWN WITH A CONCERN FOR WATER <br />STORAGE. MOTION CARRIED. <br />Ken Johnson asked if something could be stated that <br />residents could not be allowed to put up a fence. <br />Seward asked if there are any fences on our parks. <br />
