May 4, 1988 Park Board Minutes <br />VI. Old Business <br />A. Innsbruck North Development Plan <br />Anderson showed the Park Board the new plan Harstad <br />developed for the park. Water retention would stay but <br />not all on park land. Tennis courts, ball diamond, <br />trail, trail access (2) are in the plan. Twenty houses <br />actually back up onto the park or trail. Play equipment <br />may be moved from where it is shown on the plan. The <br />Planning Commission looked at it and liked it. The Park <br />Board members who were at the Planning Commission meeting <br />liked it. I like it. The Mayor asked if the spread out <br />design would cause maintenance problems. I said no. <br />Like the way it is broken up. At Meadow Wood the people <br />have adopted the park like it was their own. Feel this <br />area will be the same, think the people will adopt it. <br />It is about 6 acres. Do have temporary ponding (2-2 1/2 <br />hour) which is perfectly acceptable. <br />Seward said his feeling about Harstad has been good. <br />The Council looked at the plan and liked it. If you want <br />copies of this map I can get it. <br />Van Hatten asked if there will be parking for the tennis <br />courts. <br />Anderson said access will be from adjacent streets. <br />Van Hatten said he was concerned about access to the <br />courts and if people will even know they are there. <br />Anderson said they wouldn't be exclusive to immediate <br />residents. <br />Olson asked what is next to the ball diamond. <br />Anderson said it is zoned B1 and residential - multiple. <br />If the council goes along with the PRD it may affect some <br />of the zoning and it could be all multiple. <br />Van Hatten asked if the city has had any feed back from <br />the nursing home. <br />Anderson said the Planning Commission staff was planning <br />to visit - don't know if they have. <br />Johnson said the park will be a real enhancement to <br />buffer those homes from the businesses. <br />
