April 6, 1988 Park Board Minutes <br />Olson defined a neighborhood park as a park that we <br />work with the neighborhood on to develop a park that <br />works well for their needs. Meadow Wood is a goad. <br />example. There is a playground area, picnic area, <br />volleyball court and small ball field .with backstop. <br />John Johnson-said he did not perceive a neighborhood <br />park with a parking lot or a park that is scheduling <br />competitive activities. <br />Ken Johnson said it could have a parking lot. <br />Rose said a playground. would be a good definition. <br />6 <br />Phyllis Hanson said she is on a park advisory board. and <br />there are small differences in defining a neighborhood <br />park between different communities.. <br />Ken Johnson said it is something that works well with <br />the specific neighborhood. <br />B. Long Lake Boat Launch Operating Plan <br />Anderson gave a brief history of how the operating plan <br />got to this point. When the master plan-was approved, <br />the Park Board and City Council were given review <br />authority over the boat launch design. The Council <br />also directed staff to present an operating plan for <br />the launch when the design was presented for approval. <br />The plan for the boat launch has been approved by the <br />Long Lake Advisory Committee. Anderson said Ken Simons <br />will talk about the boat launch and Anderson will talk <br />about the operating plan. <br />Simons said most of the facilities in the plan remain <br />the same as what was shown in 1982. Simons went over <br />the plan and explained each item. <br />Johnson asked if there would be some kind of fencing by <br />the gate house. <br />Simons said yes, there will eventually be a formal <br />gate. Everything is curbed. wood posts could be put in <br />to keep people from driving over the curb. <br />A resident asked if this plan was like the one on White <br />Bear. <br />Simons responded it was similar. <br />Simons said there is a definite separation between the <br />5 & 10 spaces and the 18 spaces for cars with no <br />trailers. <br />
