Freedom Park Grading Plan <br />Anderson said the city is proposing a storm management plan and <br />a grading plan at Freedom. The storm water management plan is <br />a metro wide program designed to reduce flood levels from the <br />Mississippi. The flat area at Freedom will be lowered about 4 <br />feet. The whole area will have a storm water .system. There <br />will not be a permanent pond, all water will drain. There will <br />be a culvert to control outflow of water from the park. This <br />should be an improvement over what is currently happening at <br />Freedom. <br />A resident asked how deep the water would be up close to Silver <br />Lake Road. Has a problem with water now. <br />Anderson said it should be an improvement. <br />Anderson said that Les Proper, City Engineer, was going to talk <br />with someone from Brighton Square about helping the runoff <br />problem in Brighton Square. <br />A resident responded that they met yesterday. <br />A resident asked how high the light standards would be. <br />Anderson said he didn't know. The lighting company puts <br />everything in a computer and it tells us all the details; they <br />will let us know. They may be about 60 feet. Technology has <br />improved incredibly since the hockey lights were put in so the <br />new set of lights will have less light "spill over" than the <br />current hockey lights. The lights are pre-aimed before <br />installation by use of the computer. <br />Seward asked how much grading will be done. <br />Anderson said 4 feet of fill comes off the site. <br />Eichers asked if it wouldn't be more because gravel or <br />something would have to be put in. <br />Anderson said the top soil will be taken off and stock piled <br />and put back on top after the grading is completed. <br />Eichers asked if the area wasn't filled before and would this <br />cause problems. <br />Anderson yes but it was about 25 years ago. It should be <br />settled now. <br />
