January 6, 1988 Park Board Minutes <br />Page 4 <br />Briggs commented that the apartment buildings are there <br />because it is hard to sell expensive homes next to the <br />freeway. The apartments are used as a buffer. The <br />apartments will be nice, fairly expensive ones. These <br />are .noise free and odor free. We will put the greatest <br />number of homes possible in accordance with the <br />topography. No single family homes are planned next to <br />694. He did not believe the city would allow us to do <br />that. <br />Inquiries were made regarding the ponds shown in the <br />plan. <br />Mattila said the water storage requirements are decided <br />by the Rice Creek Watershed District and the City <br />Engineer. <br />Van Hatten said it seems that we need some kind of park <br />for the people. Would hate to see us give up the land we <br />were saving for park. <br />Briggs said we are not going to trade a hole for good <br />.land. If the city keeps that land, it's going to be hard <br />to develop.. But Harstad doesn't need it bad enough to <br />.trade .good land.for it. <br />Van Hatten said-.the park is.perfectly acceptable right <br />where it is. Would support that. <br />Eichers said it would enhance the area for the people. <br />Agree that people won't want a trail in their back yard.. <br />Briggs said trails are ok if they're done right. People <br />don't want snowmobiles, runners, bikers in their back <br />yard. <br />Van Hatten thought perhaps the park could be used as a <br />buffer to the development. <br />.Briggs said that was a good use. In-the more expensive <br />homes the children are generally older. .There are fewer <br />young children. <br />Eichers asked what the soil was like. <br />Briggs said gravel and sandy. <br />Kalina asked what Harstad had in mind for the <br />recreational area. <br />Briggs responded that they will do whatever the city <br />- wants. Will work closely with the city on this. <br />
