January 6, 1988 Park Board Minutes Page 5 <br />Eichers asked what was done when Harstad built the homes <br />in Vadnais Heights. <br />Briggs said the city took 1Qo of the property value and <br />they will build a city park. <br />Briggs said he appreciates the Park Board concerns. We <br />want to meet your objectives. Need your recommendations. <br />Johnson said he agreed with Eichers. Wondered what kind <br />of use a neighborhood park would get with older kids. <br />Van Hatten thought a tennis court-would be a good idea. <br />Anderson said there are two ways to approach. these <br />issues. The Park Board should address whether or not <br />they can go ahead with the 12th Street development and <br />whether. or not the Park Board wants a plan for the entire <br />area. Ken Briggs and Erny Mattila need some ideas on how <br />to develop this area. <br />Johnson said his concern is that the trail-and park would <br />only be accessible to that particular development. The <br />trail should be-connected to something. <br />Anderson said the development area is not-very accessible <br />- to either Hidden Oaks or Freedom. Anderson said some <br />open space is needed in this area. We could also get <br />some more land.. We have more options because of the park <br />dedication ordinance. We should be able to come up with. <br />- an everybody wins situation. <br />Williams asked why a trail system is needed. Why is it <br />different than any other area in the city. Other <br />residents use the sidewalks and street. <br />Carlson said if we are talking a trail system it seems to <br />be most feasible in the corner where the pond is. <br />Van Hatten said a sand volleyball court could be put in. <br />MOTION BY VAN HATTEN, SECONDED BY OLSON, THAT WE FIND NO <br />OBJECTION TO THE DEVELOPMENT OF THE 15 LOTS ALONG 12TH <br />STREET BUT REQUEST PLANNING OF THE REST OF THE <br />DEVELOPMENT WITH PARK AND TRAILS, IF ANY, TO BE DONE AT <br />THE SAME TIME. <br />Briggs asked if the Park Board is talking about the park <br />remaining in its present location. <br />
