(b) Fulfill the minimum requirements of the job <br /> (c) Be fingerprinted, submit to such examination and investigation as is prescribed by <br /> the Commission and authorize the release of such information as the Commission <br /> may request. <br /> (d) Be certified by the Commission for appointment or promotion in accordance with <br /> these rules. <br /> Section 3. Examinations. <br /> a. The Commission or its designate shall prescribe and administer such tests and rate either <br /> written, oral, or performance or any combination thereof, as in the Commission's <br /> judgment will best serve to determine the relative merits and ability of applicants with <br /> regard to the position involved. <br /> Section 5. Eligible Register„ <br /> a. The names of applicants who successfully complete the pre-employment screening <br /> process shall be placed on the eligible register. <br /> b. The Commission shall certify to the City Manager the top three eligible applicants <br /> whenever a vacancy occurs. <br /> c,. Applicants' names shall be stricken from the eligible roster and placed on the service <br /> register upon appointment., Applicants who decline appointment shall be stricken from <br /> the eligible roster, All other applicants shall be stricken from the eligible register one <br /> year from date of testing. <br /> d. When a disparity exists between the composition of the licensed police department and <br /> its approved affirmative action goals,the Commission may certify up to two eligible <br /> candidates from each protected group for which a disparity exists. The certification is in <br /> addition to the three candidates certified under clause B, but may not include members of <br /> a protected class if a member of that class is certified under clause B. Certifications <br /> under this clause must be from persons who have successfully completed the <br /> screening/testing process, in order of their standing in that process. This expanded <br /> certification process applies only to positions to be filled from the public and does not <br /> apply to promotional appointments. <br /> e. In cases involving an exceptional member of the New Brighton Police Reserve,the City <br /> Manager may, upon the recommendations of the Director of Public Safety, directly hire <br /> an officer provided that such person completes the Commission approved testing process, <br /> meets the Peace Officer Standards and Training Board (POST) requirements and other <br /> 2 <br />
