APPROVED <br /> Kaufhold asked about the twenty-five-year tax increment periods and why they are so long. <br /> Black replied that the state statutes allow that length, but that does not mean that the district <br /> needs to stay in place for twenty-five years. The City will monitor the situation and if the City is <br /> repaid sooner the district will be decertified. Fulton pointed out that the first increment payments <br /> for the Northwest Quadrant would be in 2009. Flahave inquired if next fall there would be <br /> models available to look at. Black stated that next fall would be the earliest; spring of 2007 <br /> would be more realistic. Fernelius reported that the developers would like to have seven to eight <br /> different model homes. <br /> Delaune asked that the commission be given updated phasing maps. Black indicated that he <br /> would provide them to the commission. Flahave inquired if the Council was voting on the <br /> Midwest Asphalt sale at the next meeting. Black responded that they were not voting on it yet; <br /> there are a few more details to be worked out. <br /> Fulton reported that the City would be organizing a bus tour for the Council and the commissions <br /> to give a sense of the density and the product types that the developers are proposing. The <br /> Commission will be notified when this trip is scheduled. <br /> Library <br /> Harreld reported that the library task force is holding public meetings at 7:00 p.m. at the Mounds <br /> View Community Center on September 15, at Arden Hills City Hall on September 22, and at <br /> New Brighton Family Service Center on September 28. She encouraged that the commission <br /> and their friends and neighbors come to the meetings to show support for the library. Delaune <br /> inquired if it would be appropriate to give an update on the Northwest Quadrant development at <br /> one of the meetings. Fernelius replied that at the New Brighton meeting there would be an <br /> overview of the development. Kaufhold asked if the library board was looking at any other <br /> locations. Harreld replied that New Brighton was the only location. She also noted that Satveer <br /> Chaudhary, our state representative, is a liaison to the task force. <br /> Fulton suggested that for the library to be successful both the Mounds View and Arden Hills <br /> libraries would need to close, requiring people to think regionally, which can be difficult. <br /> Delaune suggested that when we are talking about the library, that the City and task force not call <br /> it the "New Brighton Library,"but something more regionally appealing, for example the <br /> "Northwest Regional Library." <br /> Black handed out a public art brochure. Black and City Planner Patrick Boylan recently had a <br /> chance to tour six public art installations in the Twin Cities area. The City would like to <br /> incorporate public art into the development of Northwest Quadrant. <br /> Brighton Village <br /> Fernelius reported that he had spoke with Cynthia Hable, the project manager at Kraus- <br /> Anderson, and she indicated that they were making progress. US Bank is interested in becoming <br /> part of the development with a smaller facility; they do not need the large building that they <br /> currently have.
