Page 2
DEPARTMENTAL CONSIDERATIONS
COMMUNITY DEVELOPMENT
1. Parking Spaces Required: 117 stalls
Existing/Proposed: 107 (deficit of 10 stalls)
(includes shared parking at Freedom Park)
The applicant is showing 29"proof of parking"stalls on
the existing hard surface play area on the southern
portion of the site(basketball&tetherball). If
constructed,a new driveway to 13th Street will be
constructed to serve the new parking lot.
The proof of parking,if constructed,will displace a
recreation amenity of the site. The applicant should
consider developing the proof of parking in a different
area.
4. Stall Size: 9 x 20(complies).
5. Drive Aisle Size(two way): Required: 24 feet Existing: 24 feet
6. Drive Entrances: All existing. No proposed changes
PUBLIC WORKS
1. Streets: None
2. Curb Cuts: No new curb cuts proposed
3. Utilities: Adequate
4. Grading/Drainage: There are no proposed changes to grading or drainage.
5. Rice Creek Watershed District: No permit required
6. Environmental Concerns: None
7. MPCA: Not Applicable
8. Other Considerations: The"no parking"zone along 14th Street NW is of
concern to the applicant. The Public Safety Commission
may wish to review the appropriateness of this issue.
PARKS
1. Proximity of Parks: Freedom Park/to the west
2. Proximity to Community Facilities: Arly Gunderman Center building to the west.
3. Impact on Parks: Moderate. If the"proof of parking"is constructed at the
southern portion of the parcel off of 13th Street,
basketball, tetherball and other hard-surface play would
be removed from the site. The Director of Parks and
Recreation is very concerned about the potential loss of
recreation amenity for the site.
The District should consider providing the proof of
parking at the existing tennis courts off of 141 Street
(northeast corner of parcel). If the City determines that
the proof of parking is needed,a new driveway from 14th
Street could serve additional parking where the existing
tennis courts are. New tennis facilities could be
constructed near the existing tetherball and four square
court area adjacent to the existing play ground
equipment.
1:\COMMISSIONS\PLANNINGUtepons\2005\07-19-05\SP05-I2_LP05-08_Pike Lake School REPURPOSING.doc
