<br />Mr. Boylan reviewed the background, chronology and site plan of the project for the <br />Commissioners. He reviewed the proposed amendments as follows: <br /> <br />1.Consolidate Lots 1 and 2, Block 1, Main Street Village First Addition into one lot <br />of record. The uses shall continue to be limited to office uses and retail service <br />uses permitted in the B-2 zone. <br /> <br />2.Construct an 8,834 sq. ft. addition to 500 and 550 Main Street, thereby joining <br />and creating one 75,432 sq. ft. building. <br /> <br />3.Discontinue plans to construct a band drive-through (not constructed). <br /> <br />4.Re-configure the parking lot on Lot 1, Block 1, Main Street Village First Addition <br />to add a net increase of 22 parking stalls. <br /> <br />5.Close the driveway access on the south side of Lot 1, Block 1 to the west of the <br />intersection of Main Street and County Road E-2 Extension. <br /> <br />Mr. Boylan relayed staff concerns regarding the diminishing of the unified, cohesive <br />redevelopment project. Staff is concerned regarding the inter-connectivity, the <br />connecting of parking, the actual site design and the loss of informal plaza space. <br />Another issue is massing, making for a 490 foot long building. Also, the proposed façade <br />on the rear of the building, a solid brick wall, would not be consistent with the other parts <br />of the building. <br /> <br />A representative from ERSI, associated with the project, spoke to many of the issues. <br />Chairman Baker asked if there were comments or questions from anyone in the audience <br />and there were not any. <br /> <br />Motion by Zisla, second by Schiferl, to <br />CONTINUE THE PUBLIC HEARING IN <br />SEPTEMBER FOR GP03-02 <br /> <br />6 Ayes, 0 Nays, <br />MOTION CARRIED. <br /> <br /> <br /> <br />PUBLIC HEARING: PUD 03-02 Planned Unit Development, Preliminary Plat and <br />Site Plan Review – <br />Brighton Village Shopping Center Redevelopment – Kraus <br />Anderson, Inc. for Engelsma Limited Partnership <br />Consideration of a Planned Unit Development, Preliminary Plat and Site Plan Review for <br />a mixed-use redevelopment of the existing Brighton Village Shopping Center. The <br />applicant is proposing to demolish the existing center, subdivide the land and construct a <br />restaurant, drug store, retail and medical buildings. The existing Champp’s Restaurant, <br />bank and Sinclair station are not part of the PUD, but existing shared parking between <br />Champp’s and the bank will be reviewed in the context of meeting overall parking <br />requirements. <br /> <br />Mr. Boylan presented the background and chronology of the project. He outlined for <br />Commissioners the steps necessary for a Planned Unit Development. The site plan was <br />then reviewed. <br /> <br />A representative from Kraus Anderson, Inc., presented information for the <br />Commissioners regarding the site plan and project. Kathy Anderson of KKE Architects, <br />Inc., reviewed the architectural concepts of the project. <br /> <br /> <br />
