th <br />Betty Ann Ungemach of 1122 27 Avenue NW, had a question regarding what will be <br />where the Sinclair building is now and regarding the Snyder Drug Store pickup and <br />delivery area. These questions were answered by staff. <br /> <br />Nancy Grant of 1100 Robin Court, expressed concern regarding pedestrian traffic <br />patterns, kids on bicycles and what she feels are potential safety and access issues and <br />some questions regarding why the plan was developed in this manner. Kathy Anderson <br />went over the flow of the design, addressing the reasoning. <br /> <br />A gentleman from the audience asked what the time frame would be for various parts of <br />the project. It was answered that the hope would be to break ground yet this year and <br />be near completion in 18 to 24 months. <br /> <br />A lady from the audience expressed concern regarding building in stages and tearing up <br />roads, etc. that have just been done as part of the project. It was answered that Kraus <br />Anderson does have a well developed plan dealing with those issues. <br /> <br />Motion by Baker, Second by O’Brien to . <br />CLOSE THE PUBLIC HEARING <br />6 Ayes, 0 Nays, Motion Carried. <br /> <br />There were several questions from Commissioners regarding recycling space needs, the <br />uniqueness of the design, rooftop design and the number of feet people would be walking <br />between businesses. <br /> <br />Motion by Schiferl, Second by O’Brien, <br /> TO WAIVE THE READING AND ADOPT THE <br />subject to the <br />ATTACHED RESOLUTION RECOMMENDING APPROVAL OF PUD 03-02 <br />following conditions: <br /> <br />1.Approval of a permit by the Rice Creek Watershed District. <br /> <br />2.Light plans for the proposal are submitted to the City detailing materials, <br />height and supportive data to be approved by the Council. <br /> <br />3.A final grading plan shall be subject to review and approval of the City <br />Engineer. <br /> <br />4.Complete landscape plans are submitted, subject to review and approval of the <br />City Forester. <br /> <br />5.A final plat is submitted with final PUD review to the City Council. <br /> <br />6.The City Attorney shall review and the City shall approve any cross parking <br />agreements. <br /> <br />7.The applicant develops a Comprehensive Sign Plan via the Special use Permit <br />process. <br /> <br />8.Pike Lake Drive right-of-way is vacated and a new plat is drafted to address <br />the right-of-way width for the proposed realignment of the street including <br />provisions for utilities. The parking lots and buffer areas along Pike Lake <br />Drive right-of-way are redesigned to accommodate pedestrians, green space <br />and snow storage. Final width and design requirements to be approved by the <br />City Engineer. <br /> <br />9.Applicant will work with staff to develop good sidewalk and crosswalk design <br />to facilitate existing and future wheelchair and pedestrian activity . <br /> <br />10.All buildings have adequate space and location to encourage recycling by all <br />tenants. <br /> <br />11.Subject to review by MN DOT and Ramsey County regarding transportation <br />issues. <br /> <br />
