<br />6 Ayes 0 Nays, Motion Carried. <br /> <br />Public Hearing: ZA 03-01 Zoning Code Text Amendment – City of New <br />Brighton <br />Following the July Planning Commission meeting, it came to the attention of Staff <br />that electronic readerboard signs are not permitted for a “church”. Consequently, the <br />application SP03-06 for Atonement Lutheran Church was tabled at the July 22, 2003 <br />City Council meeting. Time was spent investigating the City’s archives and Code <br />files to determine if there was discussion around this point when the Sign Ordinance <br />was developed. Staff could not determine why “churches” was not a use considered <br />for a special use sign, but schools and public facilities were directly cited. The <br />Council discussed this issue on July 22, 2003 and directed Staff to hold a public <br />hearing and draft text to support electronic readerboard signs under the special use <br />provisions in Chapter 9 of the Zoning Code. <br /> <br />The following are the relevant sections from Chapter 9. <br /> <br />Proposed Text: <br />Insert the word “churches” in the first sentence after the word “schools,” of Section 9- <br />050(4) and in Section 9-060 (7). <br /> <br />Therefore, if the Council approves, the next text would read as follows: <br /> <br />Sec. 9-050. Residential Zoning Districts, R-1, R-2 and R-4. <br />Electronic Readerboard Signs. <br />(4) Electronic readerboard signs may be permitted <br />for schools, churches or public facilities only. A single such sign per lot shall be <br />permitted by special use permit, and is subject to the requirements of institutional <br />signs. <br /> <br />Section 9-060 Residential Districts R-3A and R-3B. <br />Electronic Readerboard Signs. <br />(7) Electronic readerboard signs may be permitted <br />for schools, churches or public facilities only. He stated there is a <br />proposal to move the fence to where it is indicated on the approved site plan and to <br /> <br />
